By cutting the former pier into a series of small islands and linking them by a central path, the water itself becomes public space. The land that is cut from the pier merges into a new island within the inner sea, an informal health island. This scheme is easy for the local government and developers to phase. By increasing the total length of the water boundary to the maximum, the value of the former pier raises.
